Application for Issue of a Grade I Plumber's Licence

Requirement

  • In accordance with Reg. 33 of Waterworks Regulations, any person who holds the following 2 parts of qualifications may apply for a new Grade I Plumber's Licence:
  • Part I
    A Craft Certificate in Plumbing and Pipefitting issued by the Vocational Training Council after 1987 (the obtain date of which is within 5 years before the date of application); or an equivalent qualification.
  • Part II
    A Certificate in Plumbing Services (Hong Kong) issued by the Vocational Training Council (the obtain date of which is within 5 years before the date of application).
  • Remarks:
    During the application, you are required to:
    - provide your valid fellowship/membership number if you apply with fellowship/membership of the Chartered Institute of Plumbing and Heating Engineering of the United Kingdom;
    - upload the certificate image if you apply with Plumbing Craft Certificate issued by the City and Guilds of London;
    - provide the certificate number if you apply with other recognised qualification.

Guidance Notes

  • The fee for issue of the plumber's licence needs to be settled through online payment.
  • An acceptable file format of digital photograph is required to finish the operation.

  • You can choose to apply for either a hard copy plumber's licence or an electronic plumber's licence ("e-licence"). Authentication via iAM Smart is required for e-licence.

Payment Notes

  • You may pay the licence fee by online credit card, FPS, Alipay, WeChat Pay and UnionPay. If credit card is chosen for payment, please note that some card issuing banks do not support online payment service. Please check with your own card issuing bank for details.

Declaration

  • I fully understand and agree that the Water Authority may use the data collected from me in connection with this application for the purposes of, or directly related to, the processing of this application and any matters related to the plumber's licence (if any) issued under this application. If I do not provide sufficient data, the Water Authority may not be able to process my application. I agree that the data collected may be transferred to other Government bureaux and departments and any other relevant parties for the aforesaid purposes. I understand that I may make a request to the Departmental Secretary of the Water Supplies Department at 48/F., Immigration Tower, 7 Gloucester Road, Hong Kong for access to and correction of my personal data.
  • I further agree that the above data collected from me (including my name (Chinese and English), plumber's licence number, grade of licence, telephone numbers, the licence expiry date, qualifications, past/current projects carried out by me) and any information concerning me which is related to the control of licensed plumbers may be made known to the general public (e.g. by publishing the same on the internet).
  • I declare that all the information in this application is correct, complete and true to the best of my knowledge and belief. I understand that if any of the information in this declaration is untrue, my application will be invalid. I also understand that a person who knowingly and willfully makes a statement or gives information which he knows to be false or does not believe to be true shall be guilty of an offence under the law.

Remarks:
1. If you choose to have an electronic plumber's licence, the e-licence will be dispatched to you by email with an attachment encrypted with a password. You will have to print your e-licence if you want to keep a hard copy of your licence.
2. If you choose to have a hard copy plumber's licence, you will be notified to collect your plumber's licence in person at our Customer Enquiry Centre by email upon successful application.
